Director, Financial Operations and Head of New Zealand Debt Management Office

Sarah is responsible for the activities of the New Zealand Debt Management Office (NZDMO). As Director, Financial Operations, Sarah is also responsible for the New Zealand Export Credit Office. Sarah’s background is predominantly in financial markets at BNZ and DFC New Zealand, having held senior roles in derivatives trading, treasury information and technology, and business delivery. Sarah has Bachelor’s and Master’s Degrees in accounting and finance from Victoria University of Wellington and London School of Economics.

Head of Portfolio Management

Matthew joined the Treasury in 2007 and has recently been appointed Head of Portfolio Management. He has significant experience in the management of foreign exchange and interest rate risk and is actively involved overseeing NZDMO's liquidity, market risk, and funding portfolios. Matthew holds a Master of Commerce degree from the University of Auckland where he studied Finance and Economics.

 

Kim Martin

Principal Strategist

Kim joined the Treasury in June 2017 with eighteen years of private sector experience as a Market Strategist and Financial Analyst. As well as leading the development of the Core Crown Funding Strategy, Kim is also responsible for developing and implementing the NZDMO’s investor relations strategy.

Prior to joining the Treasury, Kim was a Senior Market Strategist, specialising in interest rates and foreign exchange at the Bank of New Zealand. Kim has also worked extensively in Asia and the UK and spent almost a decade in London, primarily working as a Global Equity Strategist for JPMorgan investment bank.

 

Matthew Appleby

Acting Head of Risk Policy and Balance Sheet

Matthew is the acting Head of NZDMO Risk Policy and Balance Sheet at the New Zealand Treasury. His role is focused on managing the rating agency relationships along with developing the risk management framework for the Crown’s balance sheet and leading the work programme on the Treasury’s 2018 Investment Statement. In addition, he provides advice to the NZDMO on risk management policy and operations.

Charles England 

Head of Accounting and Transactional Services

Charles joined the Treasury in 2016 and is responsible for NZDMO’s accounting and settlements functions. Charles has a background in the financial services sector, having held senior finance and operational roles in New Zealand and the United Kingdom. Prior to joining NZDMO Charles was Head of Finance Institutional, New Zealand, for ANZ. Charles graduated from Massey University with a Bachelor of Business Studies and is a Chartered Accountant. 

Daniel Clayton Head of Business Information
Daniel Clayton

Head of Business Information

Daniel has responsibility for the delivery and operation of the technology systems used within the NZDMO. Daniel joined the Treasury in March 2014. He has a background in software development and delivery, specialising in financial markets trading, risk management and accounting systems. Daniel has a Bachelor’s Degree in Computer Science from Victoria University of Wellington. He has also studied applied finance and is a certified Agile Coach and Scrum Master.
